Biography
Elisa Mariscal is a director at LECG’s Latin American competition policy practice. Prior to this, she served as economic and strategic adviser to the chairman for Mexico’s Federal Competition Commission (CFC), deputy head of its economic studies general directorate, and deputy head of its international affairs unit. At the CFC she gained hands-on experience in the decision-making process, participated in case analysis, and was responsible for disseminating and implementing best practices for its casework.
Elisa has also worked closely with various international competition organizations, including the OECD, ICN, UNCTAD, and the Iberoamerican and Latin American Competition Fora. She has been responsible for drafting various opinions on the effects of regulation on competition policy and has testified in Congressional hearings in Mexico on behalf of the CFC regarding legislative proposals that included book prices, foreign investment in telecommunications, and issues arising in the distribution of pharmaceuticals.
Prior to joining the CFC, she worked at Cornerstone Research in Menlo Park, California, on numerous cases involving antitrust, intellectual property, breach of contract, and international trade disputes. She was also a research assistant at NBER and a teaching associate at UCLA.
Elisa holds a PhD and an MA from the University of California, Los Angeles. She has been teaching courses on competition policy at a graduate and undergraduate level to economists and lawyers at CIDE (Centro de Investigación y Docencia Económica), and has been involved in designing a graduate level program on competition policy for the law school at UNAM (Universidad Nacional Autónoma de México).
