Joan H Smith, Affiliate

Biography

Joan Smith, an affiliate with LECG, currently serves as member of the IDACORP and Idaho Power boards of directors. Until it was sold recently, she was also a member of Idacomm’s board, a subsidiary of IDACORP. Idacomm is a small CLEC headquartered in Boise, Idaho, serving the Boise, Reno, and Las Vegas markets.

Ms Smith is also a consultant and senior fellow at the University of Maryland’s Center for International Development and Conflict Management. As a senior fellow she works with a number of regulatory agencies in sub-Saharan Africa on regulatory policy and the encouragement of competition in those markets.

Ms Smith was a member and former Chairman of the Oregon Public Utility Commission and began her service in 1990. She retired on May 1, 2003. The OPUC regulates investor-owned utilities in the interest of and for the protection of their customers and the public.

As a commissioner, Ms Smith served as chair of the National Association of Regulatory Utility Commissioners (NARUC) Committee on Telecommunications for three years. She helped develop issues during the debate over the Telecom Act of 1996. Ms Smith spearheaded compromise in Oregon’s SB 622 (1999), which was the initial step in deregulating traditional phone markets. 
 
Ms Smith was previously a member of the NARUC and Western Region Committees on Gas. She has participated on the Western Interstate Energy Board and the PacifiCorp Interjurisdictional Task Force on Allocations dealing with allocations issues resulting from the Pacific-Utah Power and Light merger.
