Justin Coombs, Director

Biography

Justin Coombs is a director in LECG’s European competition policy practice in London. He joined LECG from the office of fair trading where he was the director responsible for enforcing UK and EC antitrust law in the service sector of the UK economy.

Justin has more than 15 years experience as an applied economist working in the fields of competition law and economic regulation. He helped prepare the OFT for the introduction of the 1998 Competition Act and drafted many of the OFT’s guidelines on UK competition law, including its guidelines on market definition and abuse of dominance. In 1999 he joined Ofgem, the UK energy regulator, as the director responsible for regulation of the gas and electricity transmission networks in Great Britain. He rejoined the OFT as Director, service industries in 2001. Since joining LECG he has advised clients in cases before the UK Competition Commission, the OFT and the European Commission and has provided expert reports to the Competition Appeal Tribunal and the Court of First Instance.

Justin has an MA in economics from the University of Connecticut and a postgraduate certificate in competition policy from Nottingham Trent University.
