Marcelo Schoeters, Senior Managing Economist

Biography

Mr Schoeters is an economic consultant with 15 years of experience now working as senior economist for LECG in Buenos Aires. He started his career in 1992 as a consultant of Expectativa Consultores Economicos (Argentina). He specializes in economic regulation of infrastructure sectors (energy, telecommunications, and water), privatization of public companies, tariff setting and methodologies, industrial organization, economic and financial analysis, and development of incentive policies for both regulated and competitive activities.

He has given advice to both public and private institutions on issues including firm valuation, tariff analysis, privatization processes, rural electrification, risk management, and regulation. He has also served as economic advisor to Argentina's Secretariat of Energy on the liberalization of the power sector in the 1990s.

In 1998 he joined LECG as consultant and then as an affiliate. He has been involved in different projects related to infrastructure sectors like water, energy, and specially telecommunications.

Between 2001 and 2006 he worked at Mercados Energeticos as an executive consultant. Mercados Energeticos is a consultant company specialized on energy sector regulation (electricity, gas, and oil) and has branches in Madrid, London, Moscow, Montevideo, Rio de Janeiro, and Buenos Aires. He specialized on prices and tariffs and corporative support, participating on different projects related to tariff setting, electricity distribution and transmission, regulatory risk analysis, and design of strategies to develop rural electrification.

He has conducted numerous works and studies for private companies and public institutions related to the analysis of regulated utilities and infrastructure projects in several countries including Argentina, Chile, Paraguay, Uruguay, Bolivia, Brazil, Colombia, Ecuador, Peru, Venezuela, El Salvador, the United States, Italy, Spain, and Russia.

On May 2006 Marcelo joined LECG again as a senior economist. Nowadays he is mainly dedicated to the International Arbitration Practice, leading cases in Argentina, Bolivia, and Ecuador involving topics such as investor expectations, regulatory issues, political risk insurance, and damages quantification.

Mr Schoeters collaborated in the writing of the book La Transformación del Sector Eléctrico Argentino by Bastos and Abdala. He has published several articles and given conferences. Marcelo obtained his BA in economics at the National University of Cordoba (Argentina) and is now a PhD candidate in economics at the same institution.
