Biography
Pierre Buigues joined LECG’s European competition policy group as special consultant in December 2004. As the former economic advisor to the chief economist at the directorate general for competition, European Commission, Dr Buigues advised on numerous mergers and antitrust cases. Prior to joining the chief economist he oversaw the application of antitrust law in the telecommunication, internet and postal sectors.
With extensive expertise in the areas of competition policy, telecom regulation, state aid, Pierre advices clients on competition policy and regulation, covering a wide variety of industries, including media, telecommunications, energy, and transport. He has advised on various cases and given expert testimony before competition authorities and judges. He is also expert for United Nation (UNCTAD) on competition and regulation and the European Commission on industrial policy and competition.
Dr Buigues holds a PhD in sciences from the University of Paris and a PhD from the University of Aix Marseille. He is a co-founder and member of the Economic Advisory Group for Competition Policy (EAGCP), for the Directorate General for Competition, European Commission. He is also a member for the editorial board of the Journal of Industry, Competition and Trade and a member of the Association for Competition Economist (ACE).
Dr Buigues has written several papers on competition policy and industrial organisation and is a speaker at competition and industry conferences throughout Europe and the United States. In 2004 he edited a book with Professor Patrick Rey titled The Economics of Antitrust and Regulation in Telecommunications – Perspectives for the New European Regulatory Framework (E. Elgar 2004).
Dr Buigues is professor at Toulouse Business School and teaches in the MBA programme of the Université Libre de Bruxelles.
