Biography
Stuart advises on the design and implementation of price regulation (in electricity, telecommunications, gas, and airports), public policy issues, and business strategy and planning. He has prepared numerous submissions for and testified at New Zealand Commerce Commission regulatory hearings and Parliamentary Select Committees, undertaken studies of the New Zealand venture capital market, and developed business strategy for a number of firms.
Previous employment includes business development manager at Vector Ltd (an electricity network operator), manager costing and economics at Telecom New Zealand Ltd (the incumbent telecommunications operator), and senior analyst positions at the New Zealand Treasury.
Stuart has attended the executive program in strategy and organization at Stanford University, holds a master of commerce and administration (first-class honours) in economics, finance, and accounting from Victoria University of Wellington and a bachelor of management studies (first-class honours) from the University of Waikato, and is a chartered accountant and a member of the New Zealand Institute of Directors.
