EU Directives and new technologies are driving significant changes in the structure of the postal industry. Across Europe, postal administrations are being restructured into commercial entities, operating in increasingly competitive markets and subject to formal independent regulation and revised service obligations. The extent of market liberalisation and development of the regulatory regime varies across countries.
